AGM 2023 – The Chairman’s Report

(甲) 與保安及護衛業管理委員會保安服務業訓練委員會及保安公司監察小組的季度聯系 (Quarterly Meeting with SGSIA, SSTB and CPB/PLO)

1)      SGSIA

QCM was held on 15 August 2022, 12 January, and 22 May 2023

  • Extension of age limit for SPP Cat B Permit holder (currently at 70, proposed no cap)
  • Extension of age limit for SPP Cat C Permit holder (armed guard age limit from 55 to 60 was Gazetted to take effect on 4 Nov 2022)
  • The lack of a suitable outdoor Firing Range for armed guard training is a going concern for both Type I and Type II operators providing armed security guarding services
  • Issue of SPP Cat D Permit on the recognition of training by approved institutes and the study to issue Cat D Permit under 2 categories, (a) Installation, maintenance and/or repairing of a security device, and (b) Designing (for any particular premises or place) a system incorporating s security device is in progress.
  • Security Company Electronic Licence (e-Licence) was implemented on 1 July 2023
  • The proposed Electronic version of the Security Personnel Permit (e-SPP) is at its final design stage, representatives from the security industry may be invited to participate in the trial run or pilot test, where appropriate
  • The QASRS training course syllabus and its contents are under review

 

2)    SSTB

SSTB Meeting was held on 16 December 2022 and 23 March 2023 to receive and consider the        progress and proposed report on :

  • the finding of the 2022 Manpower Survey Report and the Manpower Projection
  • the progress report on the Higher Diploma in Management for Security and Disciplined Services Programme
  • the Working party on Vocational and Professional Education and Training Programme
  • the arrangement of Registration/Application of Interview Panel Members as Qualified Security Trainers under QASRS
  • the programme of Certificate in Customer Enquiries and Complaints Handling Skills in Property Management and Security (Part-Time) offered by the Employees Retaining Board for the Security Services Industry

The Security Services Training Board was restructured as Security and Disciplined Services       Training Board on 1 April 2023

 

3)      SCIU & PLO

The Pre-QCM with SCIU and PLO was usually held a week before the SGSIA Meeting

  • Items that require a change of policy were discussed and forwarded to SGSIA for its review and decision
  • Items that involved daily operations were discussed and resolved to enhance management efficiency
  • CPB WhatsApp on Security Alert for immediate circulation of crime information, trends and advice to security companies twice a week

 

 

(乙) 保安業協會與相關部門或業界的交流 (HKSA’s involvement with Authorities and Institutes)

 

4)      GOVERNMENT/NGOs

  1. Letter to the Minimum Wages Commission to retain the every 2 years wages review system and to make certain changes to the collection of government statistics report mechanism
  2. The direct lobbying with Labour Department on manpower shortages and the feasibility to import of foreign labour is dragging

 

5)      OCCUPATIONAL SAFETY AND HEALTH COUNCIL HONG KONG

HKSA is a member of the Working Group of the OSHC

  1. a) The Labour Department published new “Guidance Notes on Prevention of Heat Stroke at Work” on 15 May 2023

6)      SUPPORTING INTERNATIONAL/ LOCAL EXHIBITIONS AND EXPO

  • HKSA supported the Asian Securitex Conference 2022 held in November 2022 at HKCEC
  • HKSA supported the Asia IR 2023 in conjunction with G2E Asia 2023 in July 2023 at Macau
  • HKSA supported the Global Sources Exhibitions at Asia World-Expo and Asia Pacific Rail Expo and Conference 2022

 

7)      TECHNOLOGY SEMINAR

  • HKSA hosted a Technology Seminar during the Build4Asia Conference in May 2023 at HKCEC
  • A Technology Seminar was held in February 2023 on Cyber Security at Hong Kong Productivity Council

 

8)      EX-COM MEETINGS

The monthly Ex-com Meeting endorsed the following strategies for moving forward :

  • to organize and support more technology seminars
  • to assist Members in promoting their security products
  • to invite AI and Cyber Security Companies to join the new Type 8 Cyber Security and Technology Membership
  • to explore the values of Drones in assisting the daily security operations
  • to review the Association’s By-Laws to meet society’s changes
  • to introduce Member-get-Member Awards
  • to approve recommendations from Members for Security Guarding Services, Security Systems and Maintenance, and Best Crime Prevention Products Annual Awards

 

9)  HONG KONG SECURITY PERSONNEL DAY

  • The HKSP Day Promotion on 24 July was organized through Internet media and stickers and posters were prepared for members’ use
  • On 24 July 2023, the HKSP Day Campaign at Central Market was well attended by locals and international tourists

 

10)  SOCIAL EVENT

  • An Annual Dinner after the AGM was organized for Members in August 2022
  • Participated in the NTS Police Region Best Security Services Awards Presentation Ceremony in November 2022
  • Participated in the HKI Police Region Best Security Services Awards Presentation Ceremony in December 2022
  • Participated in the NTN Police Region Best Security Services Awards Presentation Ceremony in December 2022
  • A Christmas Lunch was held in December 2022 for Members
  • Participated in Kowloon East Police Region’s Project Pin-Point Promotion in January 2023
  • Participated in the Castle Peak Police Station’s Prevention and Tackling of Illegal Debts Collection Activities Promotion on 20 April., 2023
  • Participated in the Tuen Mun Police District’s Inauguration of Project Team Watch in April 2023
  • Participated in the Hong Kong Police Force Safe City Ambassador Commission Ceremony in May 2023
  • Participated in the NTN Police Region Best Security Services Awards selection panel in May 2023

 

11)  HKSA ANNUAL AWARDS 2022

Panel Meetings were conducted in July 2023, the HKSA Annual Awards for 2022-2023 are

  1. A total of 73 security guards were awarded Letters of Appreciation
  2. A total of 4 security guards were awarded with Letter of Merit and HK$1,000- in cash
  3. SecuRex Solution Limited was Winner of Best Innovative Crime Prevention Product 2022

 

12)  PACE OF INNOVATION

HKSA Webpage revamping was updated to include :

  1. Members’ new products and promotions
  2. Crime Alert received from CPB
  3. Police Licensing Office SPP E-Application
  4. Membership Drive
  5. The feasibility study of digitalization SPP administration and control (e-SPP)
